Ma Liang comes from Nanyang Technological University, Singapore and works as researcher in Public Administration Institution. He is also invited as guest researcher in Performance Management Research Institution, Xi’an Jiaotong University. He was awarded with bachelor’s degree in management in 2006, master’s degree in management in 2008, and doctor’s degree in management in 2012 in Xi’an Jiaotong University. He once took the position in Committee of Natural Science Foundation of China, Management Committee of Xi’an High Technology Development Area and Northwestern Polytechnical University. His research interests are Public Organization Innovation, Governmental Performance Management, Urban Management and E-government Affairs. He published one piece of English monograph and two pieces of Chinese monograph. He published over 50 papers on both national and international academic journals, such as Public Management Review, and Public Administration.
