Liu Gengguang graduated from Nankai University and Graduate College of Chinese Academy of Social Sciences. He is a Doctor in Laws and Post-doctor in Economics. He now takes the position of chief editor of China Civil Affairs and vice director of Ministry of Civil Affairs. He is working on policy and theory research about social relief and aid, social welfare, social charity, social affairs, social organizations, and democracy at the grassroots for ages. He once hosted some great projects such as “Social Security” by state finance leading group, “Social Policy Support System for Chinese Needy Families in Urban Area and Countryside” by Ministry of Finance, and “Chinese Social Relief System” by Ministry of Science and Technology. He was the main writer of documents used in the 12th and 13th National Civil Affairs Conference by the State Council. He participated in the drafting work of documents used in the Central Economic Working Conference and Government Work Report many times. He is the specialist in the project team of “State Hospital Reformation” and “Basic Education Reformation in China” by the State Council. As an expert in Party School of the CPC Central Committee, China National School of Administration, Development Research Center of the State Council and Chinese Academy of Social Sciences, he participated in the work of consulting strategy planning and system designing for economic and social development policy, in Shanxi, Shandong, Hubei, Ningxia, Guangdong, and Jiangxi.
