Liu Zuo is chief editor of Chinese Tax Newspaper, expert member of committee of tax administrative review of SAT, vice chairman of Chinese fiscal and tax law Research Society, executive member of the council of Chinese Financial Society, and executive member of the council of Institute of Chinese Taxation. He once took the position of vice director of general office of SAT, researcher and head of tax science institute of SAT. He participated in activities relating to drafting and modifying tax code and tax documents. He hosted several research programs in taxation. He published papers about taxation in Economic Research and People’s Daily as well as a couple of monographs in taxation. His research achievements were appreciated by leaders from the Party Central Committee, NPC, the State Council and department of taxation. His achievements won the outstanding prize and first prize in national tax department research review. In 1998, he obtained special government allowance by State Council.
