Shi Xuehua, born in Jiaxing, Zhejiang, was promoted to associate professor in 30, professor in 34, and PhD Supervisor in 35. She received bachelor and master degree from Zhejiang University, PhD from Fudan University, and was post-doctor in Université de Paris I. She is now deputy dean, second level professor, PhD supervisor, post-doctor supervisor in School of Government in Beijing Normal University, visiting scholar of Université de Paris I and Universite de Tunis-El-Manar, senior visiting professor of University of Kent, taught two years in Carleton University and Tuffs University, part-time professor of more than 20 universities including University of British Columbia, Peking University, and China Academy of Social Science. She can speak English, French, German, and Russian, and visited 14 countries.
She mainly studies national strategy and policy, party politic and construction, politic development and modernization, government administration and policy, urban administration and public policy, emergency or crisis management, social organization and administration, cultural administration. She hosted 43 projects including ministry of education major project and national social science fund project. She published in mainland, Hongkong, and Taiwan 7 books, Party and Politics(HK), Party and Politics(TW), Government Power Theory, Comparative Study on Politic Modernization, Politic System in Modern Britain, Comparative Study on Western Governments and Politics, Study on Government Administration and Innovation in Current China, edited more than 10 books, translated several books in English and French, published 306 articles including more than 140 CSSCI papers, nearly 20 papers in authority journals, and more than 100 papers be reprinted by Xinhua Digest and other journals.
She participated in the draft and discuss of some major regulations of Party Central and State Council, and was invited to draft speeches for standing committee of the political bureau member Yu Zhengsheng, vice prime minister Liu Yandong, deputy mayor of Beijing Yang Xiaochao. She gave more than 300 lectures for governments, corporate, universities, and embassies, and was invited in 2012 to give lecture to top leaders in Zhongnanhai. She sent 58 reports, 3 of which were commented by Central Leaders like Xi Jinping and more than 20 were commented by ministers and provincial leaders. She made more than 10 speeches in Harvard University, University of Oxford, Université de Paris I, Sciences Po, University of Toronto, Université de Montréal, Università di Macerata, Aalborg Universitet. She was honored Ministry of Education first batch New Century Talent, Beijing Hundred Talent Project Outstanding Talent, and etc.
