It has been half a year since IPPA of SUFE was established in last Sept. Aiming at experience summary and development planning, and accepting annual appraisal from the municipal education commission, IPPA held half-year working conference on April 12. Nearly 20 people including SUFE Secretary Prof. Cong Shuhai, former president of Shanghai Finance University, chairman of IPPA Prof. Chu Minwei, and internal and external research team attended the meeting.
Dean Hu Yijian reported half-year’s main achievements and future plan of IPPA. The institute borne fruits in the 12 aspects of council construction, scholars exchange, academic lectures, subject conducting, interactive seminar hosting, foreign exchange, publication and monograph publishing, achievement report and internal reference, inviting academic consultant and international consulting expert, database construction, media and website propaganda, and is making differences among academics, governments, and society.
As an university think tank, IPPA aims to establish an innovation platform with multi-disciplines combined. Chief expert system is a major measure of IPPA to promote research innovation and talent mobility. Vice Dean Zheng Chunrong introduced the system, the background, and the talent of the chief expert system. SUFE CPC Secretary Prof. Cong Shuhai issued certificates to Prof. Chen Jie and other 6 new chief experts and set up committee of experts.
Database construction is a key task for institute’s sustainable development. Therefore, IPPA invited vice dean of information and management school Prof. Han Dong, associate Prof. Shao Zhifang, Doctor Wu Jilan, statistics and management school Prof. Mao Changxun, Doctor Tian Zhiwei, to give introductions of database construction and cooperation among IPPA, information and management school, and Wenzheng Management Consulting Co.,Ltd, from aspects of data selecting, mining, integrating, processing, analyzing, and simulation model construction.
Prof. Chen Jie introduced the time table of preparation on international forum of public policy and administrative innovation of global cities which would hold in this July.
SUFE CPC Secretary Prof Cong Shuhai agreed that IPPA had gained fruitful results in past half year and established a cross-school and multi-discipline synergy and innovation outline. He hopes that the institute could make more efforts to find a new developing way for university think tank, and proposed four suggestions. The first is to conduct fundamental research together with practical research, to find a main direction and breakthrough point, to establish a long-term advanced research and sustainable academic branding, to form a relative superiority in the new round of think tank competition, and to grab a dominant position in further policy decision-making. The second is to stick on related database construction, forming a series of specific database to serve further research. The third is to promote the integration of production, teaching, and research, to serve the needs of government and society. The last is to make IPPA an open platform to absorb more scholars and postdoctoral for further study and subject cooperation.
Chairman of the institute Prof. Chu Minwei proposed a idea of “one body two wings”, which based on the main expert team, and reinforce the momentum of database construction and achievement transforming and application. He suggested that database construction could make full use of advanced disciplines like taxation, social security; in the aspect of achievement transforming, we should actively propose the results to senior level for their decision-making, and lay emphasis on the application to realize its social and commercial value.
Through this working conference, attendees reviewed previous ideas, understood the current situation and future assignments, deepened the acknowledgment and thinking on further work, laid a solid foundation to conduct the further work and accept the yearly appraisal.
