On the afternoon of April 25, 2014, the seminar of Urban housing security regulation and some basic theoretical problems was jointly held by IPPA and institute of real estate in room 302 in phoenix building.
The sponsor, vice dean of institute of real estate and chief expert of IPPA, Prof. Chen Jie host the meeting. CPPCC national committee member and researcher of Shanghai academy of social science Zhang Hongming, dean of real estate research center of Shanghai academy of social science Dai Xiaobo, dean of institute of real estate of Tongji University Prof. Shi Jiangang, associate Prof. Cui Guangcan of Shanghai Normal University, associate prof. Hu Jingxingof East China normal university, and other experts and scholars attended the seminar.
The seminar was held in a background that legislative affairs office of China’s state council came to public for advice on urban housing security regulation. Prof. Chen Jie was invited to participant the evaluation work on urban housing security regulation last year and received the invitation again this year. He initiated this seminar, invited the experts in real estate research, gathered group wisdom, to better serve the perfecting work on urban housing security regulation.
The presented experts gave positive comments on the draft and also pointed out some deficiencies. The key issues of discussion included whether we should legally clear housing right so that to make it a positive duty for government to secure the housing right, whether the target of housing security should include rural migrant workers, how to define the range for housing security, whether and how to define the responsibilities of central government, whether to include shanty areas renovation in housing security and in the regulation.
The presented experts also discussed some basic theory problems on housing security, like the essence of housing security, the function of legislation, the definition of security house, and the positioning of jointly owned property. At the end of the seminar, Prof. Chen Jie collected group’s wisdom and would submit comments and suggestions on urban housing security regulation on behalf of Shanghai experts’ group.
SPEA associate prof. Shen Hong, doctor Zhang Xuewen, Doctor Zhang Muyang, and other doctors and masters attended the seminar. The seminar was a great success.
