SPEA Prof. Liu Xiaobing attends The Third Session of the12 th CPPCC Shanghai Municaipal Committee and gives speech

The Third Session of the12th CPPCC Shanghai Municipal Committee was held on the morning of Jan 28 2015. In the second meeting speech, SPEA Prof. Liu Xiaobing pointed out that budgeting is the foundation of fiscal activities and we should capture the opportunity of adapting new budgeting policy to build a clean and transparent government.

Prof. Liu Xiaobing is the member of Shanghai CPPCC and member of the standing committee of Shanghai revolutionary committee of the Kuomintang, and he works a long time for the research of government’s fiscal transparency. With a subject of actively adapting new budgeting policy and promoting the establishment of a clean and transparent government, he suggests to unify government full caliber budget management and improve its integrity, scientific level and accuracy.

He suggested to put more efforts on budgeting disclosure and enhance our legal awareness, and budgetary expenditure should be classified in a more scientific way and open to a more detailed level.
