On the afternoon of May 14, 2015, the CPPCC Shanghai Committee held a seminar on Learning and implementing new budget law, and improving our ability of budget negotiating and communicating. Dean of Economic Committee of CPPCC Shanghai Committee Zhang Xinsheng presided the seminar. Our Deputy dean of SPEA and member of CPPCC Shanghai Committee Professor Liu Xiaobing was invited to present a report on Interpretation and Study on New Budget Law. He laid emphasis on its character, innovation, main idea, and how committee members could supervise and give suggestion on government budget under the new budget law.
