On Nov 7, the Fifth Social Security and Social Policy Excellent Graduate Academic Forum, jointly organized by Shanghai Academic Committee, IPPA of SUFE, and SPEA of SUFE, held successfully in SUFE. The Social Security and Social Policy Excellent Graduate Academic Forum aims at establishing an academic platform serving for nationwide social security elites and promoting the develop, exchange, and cooperation of social security. This forum attracts graduates from more than 40 universities and receives more than 130 papers. After strict examination, the forum committee picked 30 of them to sponsor and invited the authors to give speeches.
Dean of SPEA Professor Yu Wei presided the opening ceremony and made welcome speech. He encouraged excellent graduates on social security to make full use of this platform for wide exchange, mutual learning and common progress. Deputy dean of IPPA Associate Professor Zheng Chunrong, Deputy dean of SUFE graduate school Professor Li Jingsong gave speeches respectively to welcome presented experts and graduates.
Considering the shake -off poverty in 2020 target raised in the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China, this forum focused on anti-poverty and social assistance. Focused on this subject, Researcher Tang Jun from Chinese Academy of Social Science demonstrated the deep connotation of accurate anti-poverty from three aspects of target, strategy, and criteria. Professor Zhong Renyao from East China Normal University thought that the social assistance reform should turn survive type to develop type, turn income type to expenditure type, turn single-subject to multi-cooperation, and improve the effective cooperation of assistance with benefits and insurance. Professor Zhang Xiaoyi from Shanghai Jiaotong University relied on world bank program and explained Shanghai social assistance system transforming progress and direction. Deputy dean Liu Gengguang from Policy research center of civil affairs ministry introduced our nation’s anti-poverty strategy and actions. At last, Professor Mao Ying form Xi’an Jiaotong University, took Shan’xi Zichang hosipital as an example, analyzed top-level design, security system, and government responsibility, and promoted hospital system reform suggestions.
The six graduate sub-forums continued the anti-poverty discussion, and also covered widely concerned topics on old-age security and old-age service, pension and endowment insurance, health and medical care. Graduates from more than 20 universities include Peking University, Nankai University, Wuhan University, Sichuan University, East China Normal University and SUFE, introduced their papers and had warm discuss after the experts’ comments and instructions. In a short day, the meeting was orderly and effective.
