On the afternoon of Dec. 22, Shanghai Municipal Civil Affairs Bureau held First Batch Shanghai Civilian Scientific Research Base in the 13 th 5-year Plan awarding ceremony and Experts Seminar in Room 801 building 6 No. 300 Shibocun Road. The meeting was presided by Shanghai Municipal Civil Affairs Bureau Deputy Director Ms. Jiang Rui and she made introduce on Shanghai Civilian Scientific Research Base construction. Director Zhu Qinhao, Inspector Zhou Jingbo, Deputy Director Kuang Peng, Deputy Director Gui Yucai, Deputy Director Mei Zhe, office leaders and 18 research base academic leaders attended the meeting. Director Zhu Qinhao issued certificates and made summary.
SPEA Professor Yang Cuiying’s team awarded Full Economy Perspective Research Base while Associate Professor Yu Hong’s Team awarded Internal Control Research Base. Professor Yang Cuiying, as research base representative, made note.

The First Batch Shanghai Civilian Scientific Research Base in 13 th 5-year Plan includes 18 bases, mainly focused on the aged, child, community administration, social assistance, social organization, social workers, charity, national defense, funeral, place names culture, rehabilitation aids, information, standardization, internal control, etc.
The First Batch Shanghai Civilian Scientific Research Base in 13 th 5-year Plan has four goals. The first is to promote Shanghai Civil Affairs Reform and development, expand Shanghai’s National Influence and leading effect, elevate transformation of research achievement into government policy; the second is to promote projects practice in 13 th 5-year Plan, establish dynamic observation and evaluation mechanism; the third is to promote think tank construction, improve operational mechanism, explore emerging research talents, cultivate youth research backbones, maintain academic supply; the fourth is to promote academic achievement transformation, establish win-win cooperation mechanism, improve combination between theory and practice. On the one hand, research base construction could improve leader team’s research ability; on the other hand, it helps scholars to better understand policy development and basic status.
After the awarding ceremony, attendees conducted discussion on 2017 Shanghai Civil affairs Goal. Yang Cuiying and Yu Hong shared opinions on their own areas and other presented experts also promoted suggestions.
