On the afternoon of Feb. 21, 2017, Head of the Negotiating Delegation of ASEAN+3 Macroeconomic Research Office Dr. Chaipat Poonpatpibul led his 6-person team to visit SPEA and talked with our research members on China Fiscal and Taxation issues. The meeting was held in room 302 in phoenix building. China Public Finance Institute Academic Commission President Professor Jiang Hong, School of Public Economics and Administration Dean Professor Liu Xiaobing, Deputy Dean Professor Fu Wenling, SUFE Library Curator Professor Zhu Weiqun, CPFI Lecturer Zhang Muyang, Dr. Liu Zhikuo, and Liu Yonghe attended the talk while CPFI Deputy Dean Associate Professor Yu Hong presided the meeting.


Dr. Chaipat Poonpatpibul introduced AMRO and expressed their purpose of this visit. AMRO attached great importance to scholars’ suggestions and wished to benefit from this discussion. Dean Liu Xiaobing expressed our warm welcome and made brief introduction on our curricular and scientific research.


On the discussion, Dr. Chaipat Poonpatpibul showed interest in some crucial issues, which including Challenges and Measures in the reform between central and local governments, improvement of local tax system, rationality and timing of real estate tax, effect of positive fiscal expenditure, relation between local governments’ reliance on land leasing and real estate bubble. Our professors shared their explanation to these questions. Dr. Chaipat Poonpatpibul said, within limited time, the talk helps them understand better China fiscal and taxation issues.

In the end, both sides agreed to conduct more cooperation in the future.
