On the afternoon of March 15, 2017, the Opening Seminar of National Social Science Foundation Major Project Research on the Divide of Responsibility and Expenditure Among Governments in China, in which SPEA Professor Fu Wenlin take the Chief Expert, was held in Room 302 of Phoenix Building in SUFE. Experts from inside and outside the school gathered together and discussed on the divide of responsibility and expenditure among governments in China.
Presented experts include SUFE Party Secretary Professor Cong Shuhai, Zhejiang University of Finance and Economics President Professor Zhong Xiaomin, Jiangxi University of Finance and Economics Vice President Professor Jiang Jinfa, Central University of Finance and Economics Graduate School Director Professor Ma Haitao, Fudan University School of Economics Party Secretary Professor Shi Lei and Wuhan University School of Economics and Administration Professor Lu Hongyou. More than 20 members, including the Project Team Chief Expert SPEA Professor Fu Wenlin, the five sub-project leaders, China Public Finance Institute Executive Director Professor Liu Xiaochuan, SPEA Professor and SUFE Curator Zhu Weiqun, School of Law Professor Shan Feiyue, SPEA Professor Deng Shulian, Academic Department Deputy Director Associate Professor Zheng Chunrong, and related project team members, attended the seminar.
In the first stage, SPEA Dean Professor Liu Xiaobing and Academic Department Deputy Director Chen Zhengliang made speeches respectively. Professor Liu Xiaobing, on behalf of SPEA,extended our warm welcome and heartfelt gratitude to presented leaders and experts, and expressed that SPEA will fully support the research work of the Project and prepare good conditions for its successful complete. Then, Academic Department Deputy Director Chen Zhengliang introduced our gratifying result of getting four projects approved in the 2016 National Social Science Foundation Major Project Application. Director Chen Zhengliang highly recognized the solid foundation and preliminary accumulation of this project, and promoted four suggestions and requirements for further research and management work. Firstly, the project team should strictly follow the National Social Science Foundation Major Project Regulation, set up strong question consciousness, innovative consciousness and enterprising consciousness, stress key point, concentrate on research, and ensure the research quality.Secondly, the project team should timely report the work and result, update the valuable achievement to the National Social Science Planning Office or related departments for their decision reference, and adopt multiple channels to advertise the achievement and expand its social influence, while academic department will also help with the promotion and application. Thirdly, we should strengthen coordination and advance as a whole, put forward the project with guarantee of time, quality and quantity, and cultivate an excellent academic team. Fourthly, SPEA should take full advantage of its public finance discipline and strongly support the National Social Science Foundation Major Project.
The second stage is the project reporting and expert review, which is hosted by SUFE Party Secretary and Expert Team Leader Professor Cong Shuhai. Professor Fu Wenlin made a detailed report on research background, research outline, sub-project design, key point, difficulty, innovation, planing, expected result and the target. Then, the experts conducted careful review on the aspects of basic idea, key problems and major strategic requirements in our nation’s fiscal and taxation system reform. The expert team highly recognized the project’s meaning and characteristics and promoted several constructive suggestions. Experts expect that, the project team should face the challenge directly and pay attention to multidisciplinary cross of economics, sociology and politics; based on the basic national conditions of the socialist system with Chinese characteristics and five development philosophy, and to realize research achievement with realistic pertinence; differential the natures of government’s responsibilities and establish the principle system of divide of responsibility and expenditure; strive for theoretical innovation and practice breakthrough in the research on basic law system of public finance among governments. SUFE Party Secretary and Expert Team Leader Professor Cong Shuhai also promoted three suggestions. Firstly, the project team should promote the research solidly, stress key point and characteristics, and realize theoretical innovation. Secondly, the team should do a good job of on-the-spot investigation, clarify the actual differences in different region, and ensure the practicalness of the result. Thirdly, the team should combine major policy achievement and systematical academic achievement, set aggressive goal in theoretical research, and promote public finance team building through this project.
In the end, Professor Fu Wenlin, on behalf of the Project Team, extended heartfelt gratitude to the experts, and promised that, the team will fully absorb experts’ suggestions, further concentrate research problems, focus on research, strive for some breakthrough in the area of common responsibility and expenditure divide, and ensure the successful complete of the project target and task.
