During May 6-7 2017, the Third National Social Security Young Scholar Forum, jointly sponsored by China Association of Social Security Youth Committee, IPPA of SUFE, Social Security Review editorial department, was held in SPEA. The subject of this Forum is “Social Security Policy: New Concept, New Idea”. China Association of Social Security Shanghai members including SUFE Professor Yang Cuiying and Professor Li Hua, attended this Forum.

President Zheng Gongcheng pointed out in the speech that, China Association of Social Security Youth Committee gathered a lot of excellent youth scholars in social security, consisting an important force to develop our social security discipline and to support our social security career in theory. The development of the nation and its social security career provided broad space to youth scholars and attached special mission. He said that, our economic development and social security development amazed the world, providing a positive example of balancing economic development and people’s well-being. With a background of changing global pattern and quick developing China, we theoretical workers should have great age consciousness, nation and academic duty consciousness, and social security consciousness. He stressed that, social security should contain humanity, respect human nature, maintain human basis, to promote justice and fairness, keep the country in long peace and protect people’s well-being. Only those containing faith of social security could become outstanding social security scholars.

Secretary Cong Shuhai extended warm welcome to the young scholars and pointed out that, we should balance the relation between social security and economic development, insist on social security equity and justice sharing principle, and stress on develop new concept and promote new idea. He also analyzed our public finance situation and corporate cost problem, and suggested to bring more powers in establishing social security system through system innovation and government functional transfer.
This Forum was divided into Anti-poverty, Urbanization and social security policy, Old age service, and Endowment insurance four subjects. CASS Secretary General Lu Quan, CASS Youth Committee Director Yang Jun, CASS Youth Committee Vice Director Xie Qiong, CASS Youth Committee Vice Director Hu Qiuming took the host separately, while CASS Vice President Lin Yi, He Wenjiong, and CASS Youth Committee Vice Director Zhang Xiang took the reviewers.

In the Anti-poverty sub-forum, Beijing Normal University Researcher Xie Qiong made speech on Poverty Administration: Practice and Development of Charity Organization, Jilin University Professor Jia Yujiao made speech on Anti-poverty in China’s Socialism Practice Process and its Future Outlook, Sichuan University Associate Professor Zhang Haomiao made speech on Low income People Employment Obstacle and Job-rescue Policy Improvement, Zhongshan University Assistant Professor Peng Zhaiwen made speech on Social Security Policy and Collapse of Marriage: Empirical Analysis and Policy Implication, SUFE Assistant Professor Tian Liu made speech on Study on Policy Coordination between Maternity Leave and Female Employment, Shanghai Normal University Professor Zhang Zuping made speech on Study on the Channels and Methods of Volunteer Service Participating Target Poverty Alleviation. Presented guests made heated discussion on the topic. They agreed that, anti-poverty policy should start with the point of overcoming poverty without return, we should stress the importance of improving the working skills of low income people and providing more employment opportunities, and social force could play a crucial role. China’s social security development should consider family prospective and gender prospective which have been neglected in a long time. Social Security policy should benefit maintaining family stability and promoting gender justice.

In the Urbanization and social security policy sub-forum, Southwest University of Finance and Economics Professor Hu Qiuming made speech on Study on basic pension treatment adjustment under new type urbanization, Liaoning University Professor Bian Shu made speech on Study on basic pension needs, adjustment mechanism, and interaction with urbanization level, Xiamen University Associate Professor Huang Guan made speech on Analysis on China Social Security Deepen Rules through Social Organization Development Status. Presented guests made heated discussion on the topic. They agreed that, we should make quantitative analysis on pension needs and determine the upper limit and low limit, and determine the suitable payment standard in different stage combining with the urbanization development trends.
Subject 2: Urbanization and social security policy sub-forum and Experts Speeches
In the Old age service sub-forum, Shanghai University of Engineering Science Professor Li Hongyan made speech on Family doctor evaluation study based on meta-competence, Shanghai Administration Institute Lecturer He Xiaolin made speech on Serving Socialization in long-term care insurance system construction: Practice and explore in Shanghai, Nanjing University Associate Professor Yan Xinming made speech on Path Exploration on home-based old age service development in small-medium cities, Xi’an Jiaotong University Associate Professor Wang Lijian made speech on Study on pension agency serving quality evaluation, Capital Normal University Associate Professor Long Yuqi made speech on Government Function deviation and correction in non-profit private pension agency development. Presented guests made heated discussion on the topic. They agreed that, we should develop home-based old age service, make effort to create conditions for old age spending their remaining years at home, and it’s urgent for us to correct current policy, promote the healthy development of non-profit private pension agency, and improve the quality of old age service. It’s necessary to establish long term nursing insurance system and promote family doctor system for further perfecting our old age serving system and liberating old age from worries and we should make more efforts to conduct the implementation.

In the Endowment insurance sub-forum, Renmin University of China Associate Professor Yang Jun made speech on Pension reward and punishment mechanism and postponed retirement, Zhongshan University Associate Professor Peng Haoran made speech on Pension regional disparities and national coordination, SUFE Associate Professor Zhang Yi made speech on Productivity improvement and early retirement: troubles in China Economic Development, University of International Business and Economics Associate Professor Sun Shouji made speech on Debt Risk Study on occupational pension of civil servants in American State and local governments, Tongji University Associate Professor Guo Lei made speech on Will basic endowment insurance squeeze supplementary pension: an empirical analysis based on fuzzy-conflict model. Presented guests made heated discussion on the topic. They agreed that, current policy essentially promotes early retirement instead of postponed retirement, which is inconsistent with the trend and should be correct in time. The regional disparities of pension increased constantly, and it’s urgent to conduct national coordination. The impact of basic endowment insurance should be considered in developing supplementary pension.
Subject 4: Endowment insurance sub-forum and Experts Speeches
The National Social Security Young Scholar Forum is an academic exchange platform for young scholars and is held every year by China Association of Social Security. It aims at promote young scholars’ solidarity, cooperation and professional cohesion through stable mechanism, and make active and benefit contribution to China’s Social Security Career with mutual promotion and development.
