In the evening of 16th April, 49th symposium was held as schedule in the lecture hall on the first floor of administration building. This time Professor Jiang Hong of SPEA was invited to be our guest to give the symposium of “New Budget Law: Reformation and Innovation”. Prof. Jiang started with New Budget Law rules and explained the innovative aspects of New Budget Law. At the same time, he shared his own opinions and suggestions when participating in amending the law and the reason of amending.
At the very beginning, Prof. Jiang asked the audience a question which most of us cared much about in our daily life that “Do you know how much money you should hand in to the nation?” This question led to his explanation of New Budget Law and arose the audience’s interesting. He first explained the completeness of rules in New Budget Law that all the income and expenditure of government will be included in budgeting. This action just met Prof. Jiang’s stand for “Prohibiting double account records”. After that, he pointed out that new Budget Law lacked of clear legal definition in “promptness” and “openness”, which might result in problems of information openness and clearness of government. On top of that, he introduced in detail about budgeting preparation part which he participated in. New law classified budgeting preparation more accurately. There are 27 categories of Functional Category, such as diplomacy, national defense, public safety, education, scientific technology and medical treatment & public health. Among them, there are 12 sub-categories in education. This action detailed the direction of governmental distribution of budget and reduced the run off of unknown budget direction. At last, he discussed deeply towards two aspects of annual budget and expenditure authorization and budgeting adjusting. His understanding showed that lawmaking needs continuous modification and adjusting, not a once for all project.
Porf. Jiang explained the reformation and innovation of the new Budget Law for students and teachers in unique opinions, humorous statements and plentiful knowledge, as well as his own suggestions. In the Q & A part, he expressed his views patiently and spared nothing to tell everyone his true thoughts. We all saw a real, intelligent, open-hearted and humorous Mr. Jiang. All the students and teachers benefited a lot from this two-hour long symposium.
